CRES+5 Public Consultation for Latin American and Caribbean Youth
In the framework of the preparatory work towards the Regional Conference on Higher Education (CRES+5), which will take place from March 13 to 15, 2024, in Brasilia, Latin American and Caribbean youth aged 18 to 24 are invited to participate in this virtual Public Consultation, organized by UNESCO IESALC in collaboration with the Latin American and Caribbean Continental Organization of Students (OCLAE) and the regional section of the United Nations Major Group for Children and Youth (UNMGCY).
The objective of this session is to discuss the themes that make up the CRES+5 agenda, stimulating the identification of persistent challenges and priorities for 2028, as well as the proposal of recommendations for decision makers from the vision and experiences of young people involved in higher education as students, researchers, activists, leaders and co-constructors of regional educational governance.
The CRES+5 Public Consultation for Latin American and Caribbean youth will be held on Wednesday, January 31, 2024 at the following times: 15:00-17:30 (Mexico and Central America), 16:00-18:30 (Panama, Bogota, Quito, Kingston, Lima), 17:00-19:30 (Caribbean and Caracas) and 18:00-20:30 (Buenos Aires, Brasilia, Santiago, Asuncion, Paramaribo, Montevideo).

Dynamics of the Public Consultation (2h30)
PART 1: PLENARY SESSION (20 min)
Welcome and Opening (15 minutes)
Explanation of the dynamics and division into working rooms (5 min)
PART 2: WORKING ROOMS BY THEMATIC AXIS (1h50)
Each group will be supported by a moderator from UNESCO IESALC, OCLAE or UNMY, in addition, each group must identify one or more rapporteur(s) to present written notes at the end.
Debriefing (40 minutes):
Participants will share and discuss the progress or good practices observed in their experience in relation to the assigned axis. The identification of concrete examples will be encouraged.
Challenge analysis (50 minutes):
We will seek to understand the barriers and obstacles that we still face in HEIs.
Formulation of recommendations (20 minutes):
Participants will propose recommendations and innovative ways to address the challenges identified. The development of concrete and practical proposals will be encouraged.
PART 3: CLOSING PLENARY SESSION (20 minutes)
Brief presentation of each axis, acknowledgements and reminder for each group to send their notes to the UNESCO IESALC e-mail.

The public consultation will be carried out through the Zoom platform. Once the registration period is over, we will send the connection information to all registered persons.
In the form we ask you to indicate the 3 thematic axes of CRES+5 that best express your interests, concerns and proposals as stakeholders of higher education in the region. The selection will allow the organizing team to prepare focus groups of debate on the axes prioritized by each participant.
The contributions made by the participants will be sent to the consultants responsible for the preparatory work of CRES+5, in order to be considered in the preparation of the base document for each thematic axis and in the draft of the CRES+5 Declaration.
